Mr Craveiro, Mr Summers, CRD Board,
I have just been reviewing some of
your emails and came across this one. Mr
Craveiro told Mr Warner that Hedger plans on building
a fence/berm to
mitigate noise between his property
and mine. This statement doesn't seem to
be accurate.
The plans I have seen, show a
proposed PARTIAL fence/berm ONLY, despite the
fact that the drive which the
expanded waste transfer activities are using
for access, generates noise, dust and fumes the
length of my property.
To date, you have issued Hedger a
license, and he has increased operations
and noise levels in violation of the Local Gov't Act,
but hasn't
constructed any berm, partial or
otherwise. He has actually moved operations
closer to my property. Similarly
you issued him a license at the GVM over a
year ago and he is not in
compliance there either. What ever happened to the
level playing field?
In emails between yourself and Mr
Warner you refer to waste transfer being
permitted in the Hedger's enclosed
shop. Hedger doesn't have an enclosed
shop, the shop is largely dirt
floored. I can clearly see into it from my
kitchen and property line. I am
forced to listen to activities at that shop
even with the windows and doors of
my house closed. I know that Hedger was
not using this shop for any
continuous waste transfer use as defined by law
and welcome any proof you or the
Trust have to the contrary.
Could you clarify your
statements? Is this shop now to be
used for waste
transfer, in addition to illegally
steaming out garbage trucks, and
will a
fence/berm be built between
HEDGER'S PROPERTY and my own to mitigate
noise
as you have said, or are parts of my property, like my house and
deck, side
and front yards to be sacrificed as
buffer zones for noise dust and other
pollution generated by CRD waste
transfer related activities?

Mr
Hedger first submitted his application in August 2002 including noise,
litter,
odour and leachate management plans. Mr Hedger plans to receive
solid
waste in water tight containers and his packers until he builds pads,
structures
and drainage collection system. This will mitigate odours, litter
and
prevent any discharge of leachate. Until these structures are in place
he
cannot store or separate solid waste on the ground. He needs dry weather
to
this work.
Regarding
the noise, Mr Hedger proposes to construct a fence/berm
between
his property an Mr Pickett's. He also needs dry weather to do this
work. He will start cleaning the site within
a week in preparation for the
work.
We will be monitoring this site regularly to ensure compliance with
bylaw

It
is NOT the "END OF MARCH" and yet waste transfer operations are
taking
place WITHOUT any leachate containment system in place at Lee
Road.
Will
this activity cease forthwith and until the "end of March"?
Where
will Hedger LEGALLY transfer waste in the meantime?
